New measures for GAČR projects implemented in 2020

Níže najdete rozšířený překlad informací k novým opatřením GA ČR pro 
projekty realizované v roce 2020, které byly v českém jazyce rozeslány 
v mailu z 1.6.2020.

Dear all,

Please note that the Czech Science Foundation (GAČR) has issued 
additional measures for projects implemented in 2020. These transitional 
measures were approved in an effort to improve the situation for 
projects affected by COVID-19. For the information on all measures

*Regarding the /Extension of project implementation time 
/(/https://gacr.cz/en/new-measures-for-projects-implemented-in-2020//), 
please note that:

A)

Charles University (CU) must comply with Act No. 111/1998 Coll. - /On 
Higher Education Institutions/, Part II, Section 18, which states that:

“(10) *[a] public higher education institution may transfer earmarked 
funding pursuant to Subsection (9) c) to the fund for earmarked purposes 
to a maximum of 5% of the earmarked public funding given to the public 
higher education institution* for individual research and development 
projects in the given calendar year; in the case of other forms of 
support from public resources, a maximum of 5% of this support given to 
the public higher education institution in the given calendar year, 
apart from the funding for development in accordance with the first 
sentence of Subsection (5), which can be transferred in an unlimited 
amount. The public higher education institution must inform the provider 
of these sources of funding in writing of the transfer of earmarked 
resources.”

As such, it is NOT possible to “transfer and draw unused targeted 
support to following years of project implementation in an unlimited 
amount” in the case of CU. Thank you for your understanding.

B)

The extension of project implementation time can be requested by a 
project investigator regardless of the original date of completion, i.e. 
it is not limited to projects that are to be completed in 2020. However, 
should the extended period overlap with a different project/projects of 
the same investigator, the sum of all workloads (FTEs) allocated for all 
projects supported by GAČR may not exceed 1,0 for a single employee.

C)

There is not any deadline by which a principal investigator should 
request the COVID-related extension of project implementation. 
Nonetheless, the tender documentation states that:

“[i]n the event of a substantial change of circumstances concerning the 
grant project, that the
provider could not have foreseen or that the provider has not caused, 
the provider shall propose to
the beneficiary a change in the amount of eligible costs, in the amount 
of targeted support provided
or a change of the contract on the support provision or the decision on 
the support provision in writing
no later than 7 calendar days from the day on which it has become aware 
of such fact.”
